Solution of your problem depends upon the nature of the observed inconsistency. Overall consistency requires constancy of such factors as air pressure, shot quality, velocity, gun-to-component distance, shot impingement angle, shot flow rate, peening time etc.

There are many factors to consider when consistency is lacking. I'll list a few of them here:
1. Almen holder flatness
2. Almen strip quality (flatness, hardness)
3. Almen gage calibration
4. Almen gage zero block (flatness)accuracy
5. Air pressure
6. Shot Flow rate (will affect velocity and intensity)
7. Targeting, nozzle alignment
8. Method of determining intensity (implies saturation curve, 4 or more Almen strips, interpretation of 10% rule)

What is it you mean my "consistency"? Please descibe the test you apply and how you perform it.
