If one is asked to remove mill-scale from steel plate by blasting with G40 metallic grit to a achieve a depth of blast of 0.001 of an inch, then would this achieve a "near-white metal" finish?

If the depth of blast is increased to 0.002" then to what level of cleanliness would this be equivalent ?

can do blasting or penning process on oily surface?

if yes ... which blasting or penning media used ?

if no ... why we can not blasting ?

NO. Absolutely not. First, it would contaminate the media and it would not flow evenly any more. Second it would allow the media to "skid" across the part and not do its intended work.
Someone needs to attend some classes on blast cleaning and shot peening.
