Currently we use 330H shot to peen case hardened steel that is Rc60. The thought being that the shot should be as-hard-as or harder than the part being peened. However, the hard shot seems the fracture and breakdown quickly. Can Rc60 steel be peen with unhardened or at least softer shot than 330H?

Yes, softer shot will give a peening effect but not as efficient as harder shot. You should compare the depth of compression (X-Ray stress profiles of the peened parts) obtained by the harder shot and then the softer shot. You should also verify that the drawings or specifications allow substitution by the part owner or cognizant engineering authority or purchaser.
